USA Rice Federation Statement on Passage of Senate Farm Bill (S. 3240)

WASHINGTON -- The USA Rice Federation is disappointed that the Senate farm bill, the Agriculture Reform, Food, and Jobs Act, includes commodity policies that lock-in profits for some producers in some states while locking-out long-grain rice farmers throughout the Mid-South and Gulf Coast from an effective safety net. 

We appreciate the effort made to accommodate the needs of medium-grain rice farmers, and we are very grateful to the senators who tirelessly worked to give rice farmers a voice in this process.  Sadly, while the Senate farm bill appears to harm only Southern agriculture, the effects of a long-term decline in crop prices would be felt by producers of all crops because this farm bill would fail them. 

USA Rice and its member states support farm policy that provides producers with policy options to tailor their risk management needs.  We look forward to House consideration of its farm bill, where the Chairman and Ranking Member of the Agriculture Committee advocate an equitable and effective farm policy that does not guarantee certain farmers profits, does offer producer safety-net options, and will not fail farmers in hard times.

Sen. Mary Landrieu (D-LA) -- no
Sen. Claire McCaskill (D-MO) -- yes
Sen. Mark Pryor (D-AR) -- no
Sen. David Vitter (R-LA) -- no
Sen. Roger Wicker (R-MS) -- no

The Senate passed the bill today by a 64-35 vote following days of debate and consideration of over 70 amendments.  The House Agriculture Committee will mark up its farm bill on July 11.

Rice Exports Increase
WASHINGTON -- Net rice sales of 30,100 metric tons (MT) 58 percent less than the previous week and 34 percent less than the prior four-week average according to today's USDA Export Sales Highlights report.  Increases were reported for Mexico (23,200 MT), Haiti (4,000 MT), Saudi Arabia (2,200 MT) and Canada (2,100 MT).  Decreases were reported for Ghana (3,600 MT) and Honduras (2,100 MT).  Net sales of 3,800 MT for delivery in the 2012/2013 marketing year were reported for Ghana (3,600 MT) and Mexico (200 MT).  Exports of 90,900 MT were up noticeably from the previous week and up 55 percent more than the prior four-week average.  The primary destinations were Costa Rica (31,700 MT), Mexico (13,900 MT), Japan (13,200 MT), Saudi Arabia (11,600 MT), and Canada (4,400 MT).

This summary is based on reports from exporters for the period June 8-14, 2012.
