USA Rice Submits Comments on SPS Barriers

The USA Rice Federation submitted comments yesterday to the Office of U.S. Trade Representative (USTR) on sanitary and phytosanitary (SPS) barriers that hamper U.S. rice exports. These comments will be used by USTR to compile the annual Report on Sanitary and Phytosanitary Measures (SPS Report).

This year's comments focus on removing other countries' restrictions on U.S. rice that are not legitimate or science-based, including the lack of a pest risk assessment with Colombia and Peru which is necessary for U.S. market access.  Further, the adoption of an EU low-level presence policy (LLP) for foods is vital in order to reestablish a market presence for U.S. long-grain rice in the EU.  USA Rice also urged the U.S. government to engage with Taiwan authorities to obtain a lifting of the existing ban on the import of long-grain U.S. rice which dates from the Liberty Link presence.

Replacement Named for Retiring NRCS Chief

WASHINGTON -- The U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS) issued a release that says Jason Weller has been named the acting NRCS chief, beginning December 4, 2012. He will replace the agency's current chief, Dave White, who has announced his retirement, effective Dec. 3.

As a career NRCS conservationist, White has provided technical and management expertise in Missouri, South Carolina, Washington, D.C. and Montana. He also served on the Senate Agriculture Committee, where he helped craft the Conservation Title for both the 2002 and 2008 Farm Bills. He also served on the White House Task Force for Livable Communities during the Clinton Administration.

Weller was appointed White's chief of staff in 2009. Since then, he has been involved in every major NRCS policy decision. Prior to joining NRCS, Weller worked as a staff member for the Senate Agriculture Committee; the House Budget Committee, where he helped to construct the annual congressional budget for agriculture, environment and energy programs; and the U.S. House Appropriations Subcommittee on Agriculture. For five years, Weller worked with the White House Office of Management and Budget, where he assisted with the development and implementation of the USDA conservation programs budget.

Independent bids are invited for rights to ship U.S.-origin milled rice to the European Union under a tariff-rate quota (TRQ) granted by the EU to the United States.

Bids must be submitted on November 29, 2012 for the January 2013 TRQ Tranche, in which the following quantity is available:

Semi-Milled or Milled Rice 9,681 zero

(HTS item 1006.30)

TRQ Certificates will be awarded to the highest bidder(s). Any person or entity incorporated or domiciled in the United States is eligible to bid.   The minimum bid quantity is 18 metric tons. Performance security (the lesser of $50,000 or the total value of the bid) must be submitted with each bid.   Potential bidders may obtain the required bid forms and bid instructions from:
