Rail Bill Passes Senate Committee
Kay Bailey HutchisonWASHINGTON -- The Senate Commerce, Science and Transportation Committee approved a bipartisan bill, the Surface Transportation Board Reauthorization Act of 2009 (S. 2889), by unanimous voice vote today.  The bill updates and improves the economic oversight of railroads and addresses longstanding competitive problems for rail shippers by increasing competition, strengthening federal oversight and improving shippers' access to regulatory relief.

The bill is the first comprehensive reauthorization of the Surface Transportation Board since it was established under the Interstate Commerce Commission Termination Act of 1995 and the first significant reform of rail competition policy since the Staggers Act of 1980, the committee's bill summary says.

Committee Chairman Jay Rockefeller (D-WV) said the bill "is carefully crafted to address rail-shipper imbalances and strengthen the railroad industry."

The USA Rice Federation and 15 other organizations sent Rockefeller and other committee leaders a letter that expressed support for the legislation, which, they wrote "will better balance shipper needs for reasonable rates and service with railroad needs for adequate revenues and provide for a fair, expeditious, accessible and cost-effective regulatory process."

Ranking Committee Republican and rice-state Sen. Kay Bailey Hutchison (Texas) is an original co-sponsor of the bill.  Rice-state Sens. Barbara Boxer (D-CA), Mark Pryor (D-AR), Claire McCaskill (D-MO), Roger Wicker (R-MS), and David Vitter (R-LA) are committee members.

Weekly Rice Sales, Exports Increase
Net rice sales of 100,200 metric tons (MT) were 23 percent more than the previous week and 16 percent more than the prior four-week average, according to today's U.S. Department of Agriculture Export Sales Highlights Report.  Increases were reported for Nicaragua (28,100 MT), Haiti (19,000 MT), Japan (13,400 MT), Mexico (9,900 MT) and Saudi Arabia (7,200 MT).  Decreases were reported for unknown destinations (3,200 MT) and Honduras (1,300 MT). 

Exports of 94,800 MT -- a marketing-year high -- were 83 percent more than the previous week and 79 percent more than the prior four-week average.  The primary destinations were Nicaragua (16,100 MT), Honduras (13,600 MT), Japan (13,300 MT), Guatemala (12.500 MT), El Salvador (7,400 MT) and Mexico (5,800 MT).
