| USA Rice Completes EU Meetings on Rice Market Access |
BRUSSELS, Belguim -- A USA Rice delegation completed two days of meetings today on rice market access in the European Union (EU). The delegation met with staff and members of COCERAL, the EU trade association for the feed industry, to discuss progress towards adoption of a low-level presence policy for genetically-engineered traits in food and feed that are not approved by the EU, including the LL601 trait.
USA Rice presented staff from the Directorates General for Trade and Agriculture with the 2009 test results for U.S. rice that showed no presence of the LL601 trait, and asked for support within the inter-agency EU process to remove the current requirement for origin testing of U.S. long-grain rice. Delegation members also discussed the dissatisfaction of the U.S. industry with the EU's duty regime on brown rice.

| Documentation Needed Before Buying Emergency Food Aid Overseas, Coalition Says |
WASHINGTON -- The USA Rice Federation and seven other commodity organizations filed comments Feb. 1with the U.S. Agency for International Development (USAID) that highlight inefficiencies in the local and regional purchase (LRP) program, which procures food aid overseas in emergency use.
USAID is soliciting public comments about policies under consideration in the agency's Annual Program Statement for the Emergency Food Security Program, where it would buy emergency food aid with U.S. funding on an in-country or regional basis in lieu of sending U.S.-produced-and-procured food aid.
"A significantly quantified and objective reduction in both cost and shipment times should be shown for those rare instances where regional purchasing is needed to fill a gap prior to the timely shipment and receipt of U.S. commodities under existing programs," the coalition's letter said. "One of the key challenges with local and regional purchases is finding food in a food-deficit country."
USA Rice and other organizations filed similar comments last year with the U.S. Department of Agriculture (USDA) about its implementation of a 2008 farm bill-authorized USDA pilot LRP program.

| World Will Need Louisiana Agricultural Products, Strain Predicts |
CROWLEY, LA -- Speaking last Tuesday at the joint annual meeting of the Louisiana Rice Council and the Louisiana Rice Growers Association, Mike Strain, commissioner of the Louisiana Department of Agriculture and Forestry, said that the growing world population will demand more food, which will provide an opportunity for the state's agricultural producers, particularly rice farmers.
"All the studies show that the world will need more and more of our products and rice is the leading food product worldwide," Strain said. "The world population is expected to increase 30 to 50 percent by 2050 to 9.2 billion people. Louisiana has the technology, the people and the land to produce."
Strain told 180 attendees gathered for last week's meeting that increasing government encroachment could potentially hamper farm production and land values within the state.

CCC Rough Rice Prices Increase
WASHINGTON -- The Department of Agriculture's Commodity Credit Corporation announced the following prevailing world market prices of milled and rough rice, adjusted for U.S. milling yields and location, and the resulting marketing loan gain (MLG) and loan deficiency payment (LDP) rates applicable to the 2009 crop, which became effective today at 7 a.m. Eastern time. Rough rice prices increased $0.08 per cwt for long-grain and $0.22 per cwt for medium- and short-grain. The changes in the announced prices and rates reflect technical changes due to milling yield information available for the 2009 crop.
